It depends on the EIR. Some are done more thoroughly than others, which is why environmental review offices exist, to check them for quality. Generally, an EIR will have information on change in carbon emissions and influence on the local environment. Especially important are changes in ecology and threat to endangered species. Bigger projects require more thorough documentation, and you can tell more from them.
