How is marine life reacting to off shore wind projects?

Apparently, quite positively.  Marine life use the bases as new habitats and gather near the offshore wind turbines.  Like shipwrecks, the bases of the turbines are serving as artificial reefs that increase habitat structure for benthic creatures and fish.  This means that the noise is not a disturbance, as some suggested before construction.  The construction could cause disruption while they are being built but these results from post-construction wind projects shows there is no longterm negative impact.
