How many years will it take after the climate bill to start seeing some changes?

    The changes that the climate bill will instill will most likely not be visible until 2019. The bill wants carbon allowances to be under $28 per ton and predictions point to 2019 as the year when carbon allowances will be $26 per ton. The Senate bill aims for actual reductions to be in place by 2020 though.
