According to the best data I can find, it appears as though there are 36 functional, trackable weather satellites in orbit right now. There are many more satellites in orbit that observe earth, but are not necessarily focused on weather patterns. The link below lists all observation satellites that are in orbit right now.
According to the first link, there are 8 functional and working weather satellites. Since the US first launched a weather satellite, they have employed an open use policy so many countries do not have to lauch satellites of their own.
