The average number of tornados that occur on the west coast per year is less than one. Check out the link below and go about half way town the page for a good graphic.
The requirements needed for a tornado are almost never present in the Western US. The reason the Midwest has them is warm most air from the Gulf of Mexico converges with cool, dry air from Canada. This causes heavy instability in the air. The west coast does not have these conditions.
