There are many states with oil refineries. The U.S. Energy Information Administration has a list of all the states that have oil refineries.
California presently has a ban on new drilling in the state waters. This does not affect the existing leases there, nor does it affect the Federal waters offshore California. Florida is considering a ban on exploration in its state waters. The only other states that have any significant offshore oil potential are Alaska, Texas, Louisiana, Mississippi, and Alabama, and they all allow oil exploration in their state waters (there are undoubtedly plenty of rules and regs though). There is some potential beneath the waters of Lakes Michigan and Huron, but I don’t know what Michigan and the other states have to say about that.
