While an exact number of panels produced per year is hard to determine the number of sales is even harder. Many panels that are sold are imported from other countries. Over 90% of solar panel production occurs outside of the United States. Japan is the biggest producer with China right behind them. The main reason for the U.S. falling behind is that many other countries have pushed legislation and incentives encouraging and promoting the manufacturing of solar panels.
As far as which country purchases the most solar panels, Germany leads all countries with a margin of operating 39% of the worlds solar panels. Japan is close behind with 30% and the U.S. maintains just 9%.
