The West Virginia Department of Environmental Protection has been limited in their ability to enforce mining regulations.  Mountaintop removals in the mountain ranges of West Virginia use upwards of 3.5 million pounds of explosives per day.  After much protesting, the EPA stepped up in 2009 and declared that mining permits were in violation of the Clean Water Act.
