I am sure a lot of people who live directly on the coast might be effected, but a 1 foot rise in sea levels really is not enough to do huge damage globally. Below is a flood map that is based in meters (roughly 3.5 feet). Each meter you rise it (up to 14m) it shows what areas would be underwater. Many large cities are underwater at 7 meters, which would comprise of millions of people globally. Although there probably would be damage done to infrastructure if the sea did in fact rise 1 foot, levees would probably be constructed so the damage was minimal.
