The construction itself caused the forced relocation of about 1.3 million people since 1993, when it was begun.  In 2007, dam engineers called for the initial relocation of 1.17 million more people from the area below the dam in the Yangtze River Basin, to avoid catastrophe in the event of a dam failure.  More people are expected to be relocated over the next few years, and the number is estimated to rise to 5.3 million forced relocations by 2020.
