What do you considered overpopulated? India has about a third of the area that the US has and is home to more than 3 times as many people. I would not say that people live in overpopulated areas, for most cities themselves do not sustain a population; the food and many of the products people use usually come from somewhere else. The Earth as a whole is reaching a limit of overpopulation when it cannot serve as a habitat for the amount of people who inhabit it. So I do not think it is a question of who lives in overpopulated areas, but more when is the Earth going to become overpopulated and not able to sustain our life.
