The Human Rights Watch estimates over 11,000 people to have been killed by Brazilian police since 2003.  The group believe police have fabricated reports in order to show just cause for the deaths. In most cases, police have claimed the suspect(s) were resisting arrest which led to a shootout which resulted in the fatalities.
