There are currently 27 operational oil rigs in California, 18 of which are located below Santa Barbara. All of those are currently in service.
The number 27 is for the state waters only. In addition, in the Federal waters offshore there are 43 operating leases, which means at least that many individual wells and probably more. As of May 2010 (World Oil, July 2010) there was one drill rig operating offshore California (i.e., that is an exploration well, not yet in production).
