It’s difficult to estimate the exact number of vehicles that use the high-occupancy vehicle (HOV) lanes each day, but some states issue special permits to keep the volume under control. The California DMV has issued 85,000 stickers for low-emission vehicles that permit them to use carpool (HOV) lanes regardless of the number of passengers. The state created a cap at 85,000 stickers available in order to manage congestion in the HOV lanes. There are hundreds of thousands of hybrid and low-emission vehicles in California, so a blanket permission for all of them to use the carpool lanes would create too much congestion in those lanes and defeat their purpose. The state of Virginia is experiencing such congestion problems.
