    The American Recovery and Reinvestment Act has allocated millions to green enrgy research and development, to agencies to improve the energy efficiencies of their office buildings, to develop public transportation, to develop greener housing construction and rehabilitation. The Neighborhood Stabilization Program uses federal funds to buy, rehab and sell foreclosed homes in areas hardest hit with foreclosures and blight. rehabilitation criteria encourages use of green building materials and incorporation of energy efficient appliances and energy saving designs. It also encourages transit-oriented development, infill development and high density development.
