How many government-owned nonpower dams could be redeveloped as hydro sites?

Only 3% of the 80,000 dams in the United States produce power, as many of them were built for irrigation, flood control, water storage, etc.  Recently, projects are beginning to retrofit some of these nonpower dams so they can be sources of electricity to the houses nearby.  One company, American Municipal Power, is in the midst of a $1.9 billion, 5-7 year project to retrofit 5 dams.

A study in 2007 of 871 federally-owned dams, some built to produce hydroelectric power and some not, decided on 58 sites that could be retrofitted.
