184 countries have signed the Kyoto Protocol, the agreement put forth in 1997 to reduce greenhouse gas emissions by an average of 5 percent from 1990 levels. The United States is the most notable non-signatory, though more than 70 American states and cities have created initiatives based on the Protocol to reduce emissions.
