About 188 countries have backed the recent Copenhagen Accord that was designed primarily by 28 countries that contribute about 80% of all global greenhouse gas emissions as well as countries most vulnerable to the effects of climate change (such as the Maldives). The Accord includes carbon emission reduction goals as well as financial commitments from countries such as the United States, China, and India, three of the worlds top emitters of carbon dioxide.
The last answer is not correct. At this point, 132 countries have associated with the Accord, and at least eight have clearly demonstrated that they will not associate. To keep track of this, US Climate Action Network has a page that is constantly updated with the latest information:
