Bald eagles were actually declared endangered in federal legislation in 1967, predating the Endangered Species Act.  In 1976, the U.S. Fish and Wildlife Service added them to the official endangered species list.

In 1963, the lower 48 states were home to barely 400 nesting pairs of bald eagles.
