There is little hope that the Senate will pass a version of the climate bill yet this year. The first obstacle is health care reform, which is taking precedence over climate talks currently. Until these measures are decided, climate legislation will not be passed. In addition, as the economy still struggles, many are weary of proposing new taxes that can hurt businesses. These factors seem to push the climate bill’s serious hopes of passing back to 2010.
