how long have we been giving rebates for renewable energy?

Since the only national database on renewable energy, the Database of State Incentives for Renewables & Efficiency (DSIRE), was created in 1995, it would stand to reason that we have been giving rebates since then.

The database catalogues both national and state incentives for renewable energy.

However, it has only recently been greatly pushed starting in 2007. For instance, the Government in 2007 came out with the EPA Report to Congress on Server and Data Center Energy Efficiency. This greatly led to the handout of many more rebates than previously. These rebates are only getting more numerous, especially with the electric car ($7500 off a new electric car).
