How long have we been able to measure our carbon output?

Measuring carbon output only became really popular and widely publicised over the past 20 years or so, but we still can’t completely accurately measure how much carbon we do output.  Most of what we see is estimates based off of limited testing and they true measure of how much damage we are doing is almost impossible to tell.  All we know is that we are emitting ridiculous amounts of carbon every day.
