How long has the EPA been monitoring carbon emissions?

    The EPA has been monitoring carbon emissions since its founding in 1970, however it has only been able to produce regulations on carbon emissions since the 2007 landmark case of Massachusetts vs. Environmental Protection Agency.  Before that, there is data on carbon emissions dating back to the turn of the 20th century.  Linked below are some national output figures going all the way back to 1900, courtesy of WRI (world resources institute).
