    The first Clean Air Act was signed into law in 1963, it was very limited. The modern regulations of the Clean Air Act stem from the 1970 law signed by President Nixon (R), shortly after the EPA was created. Maine Sen. Edward Muskie (D) led the effort. In 1990 President George Bush Sr. signed amendments to the act into law.
