How long does it take for an environmental law to make a difference?

    I researched the Clean Air Act as a way to hopefully get a little more information on how the timeframe of environmental legislation works. The articles states that the laws which lead to the faster results are federal, state, local, or tribal laws which require sources of pollution to apply control measures. The easiest targets are industries compared to consumers. I thought that was a really interesting piece of information regarding the time frame of environmental legislation.
