Depending on the size, a dog will be considered a puppy until it reaches 1-2 years old. A toy dog is considered full-grown at one year while a larger dog such as a retriever won’t be full grown until it reaches 2 years.
To give you a non-scientific answer, a dog can stay a puppy forever. I’ve had dogs that mature just like people do; they mellow out over time, stop stealing socks and burying them, but on the flip side I have had dogs that never seem to grow up. I have an 8 year old Husky who is as energetic and puppy-like as he was when we first adopted him.
