It depends on what kind of seed is being planted. Most seeds can be viable for a couple of years, especially if you keep them in a cool, dark place. Some people seal extra seeds in a sandwich bag and keep them in the freezer.
There is no need to buy seeds every year, even if the package has an expiration date that says otherwise.
