How have we made dams have less of an impact on salmon populations?

Salmon ladders (sets of watery stairs built alongside dams for fish to jump up) are one means of consideration.
But this isn’t necessarily a cure-all, as salmon ladders limit the area of passage and habitat. Limited passage only permits a few salmon to make it to their natal stream, decreasing the overall number of salmon in the system, as death of adults result in less smolts the following year.
