How has the weather hurt the progress of the oil cleanup?

Just this past Tuesday, the oil cleanup effort was put on hold due to a tropical depression in the Gulf. 26,465 feet of boom (used to absorb oil) were removed so that they would not get trapped in the marshes during storm surges. The drilling of a relief well (to seal it with mud and cement) was also paused and plugged. Authorities do not plan to start up again until 96 hours after the storm. This storm is therefore putting a 4-day delay on relief efforts.
