Good question, riddle. As we know, New Orleans was devastated by Katrina, and it has been a long process of recovery. Many locations are still undeveloped, overgrown, and uninhabited, and a lot of refugees are still in Houston and Atlanta, but there is a lot of work being done, too. Schools have opened, and water, electricity, and trash collection services are running. As of July of 08, there were 407 recovery projects being worked on with funding from places like the Federal Emergency Management Agency and the State Revolving Loan Fund. Here is a faq at the New Orleans recovery effort website that you may be interested in checking out.
Hope this helps!
