How has the collection of Wind Data become more affordable?

Leasing!  The oldest moneysaver in the book – if you can’t afford to buy a Ferrari, just lease one.  Wind power is now being leased to smaller businesses, who can’t afford to actually purchase wind turbines.  Companies designed to collect wind data (such as quality of new wind turbine locations) will also lease part of your land in order to collect wind data there.  As opposed to trying to buy up all the land for proposed wind farms, leasing provides a cheaper option for wind data collection companies.  The second link below has some ballpark figures for how much, how long, etc.
