How is the government planning on paying for high speed rail in the United States?

The federal government has included high speed rail projects in the budget, aiming to appropriate $4.4 billion. That number was reduced to $2.9 billion after budget cuts, and no further work will be completed in 2011 as a result. However, “the Obama administration has proposed spending $53 billion over a quarter of a century on a national high-speed rail network.” Some states, including California and Florida, have also included funds for high speed rail projects, but need federal assistance to secure the required amount (California’s estimate is $50 billion).
