There is no set pace for cloud movement. The speed and direction the clouds move is determined by the altitude of the clouds, and the winds at their altitude and this can vary depending on weather disturbances, both in direction and speed. Typically wind speeds increase with increasing altitude. Weather forecasters use cloud movements to help them to forecast weather changes.
