According to Better Place, a company that develops and builds infrastructure for electric vehicles, it can be done in less time than filling it with gas. They have demonstrated a prototype last year that they are planning to deploy within the next couple of years to their clients (including Israel and Denmark).
As for technologies by other companies, there’s really no reason why it should take a long time to swap the batteries as long as the vehicle was designed with it in mind.
