How is the EPA going to monitor companies and their carbon emissions?

According to a ruling made in 2009, the EPA requires companies to report their direct emissions so those numbers are available to everyone, including investors, the government, etc. They require it at the installation level too. Although not required, many companies have been also reporting investments in less carbon intensive initiatives.
