How is e-waste being dealt with differently than it was 10 years ago?

Many manufacturers are accepting their products back so that they can recycle them. When one of my old cell-phones broke and I had to get a new one, Samsung provided me with a bag for sending it back to them. It was already addressed, and all I had to do was put the phone in the bag, seal it, and drop it in the mail. For larger items, there are state recycling programs. Some states, such as CA ban the disposal of electronic waste in regular garbage cans.
