How does the World Bank evaluate agrarian reform?

    The World Bank supports agricultural development in the second and third world. According to the World Bank Group Agriculture Action Plan, which follows the insights of their 2008 Agriculture and Development Report, there are 3 criteria to agrarian reform:

    • Increasing agricultural productivity, especially for small landholders and poor rural communities.
    • Distributing agricultural support across all first, second, and third-world countries.
    • Acknowledging the role of agriculture in climate change and minimizing the effects.
