How does the U.S. government classify a “hazardous waste”?

A hazardous waste is something that exhibits at least one of the following four characteristics: ignitable, corrosive, reactive, or toxic. Much of the classification process is a gray area, left to the discretion of individuals or regulatory agencies. As a policy, governmental entities err on the side of caution when possible.
