When its snowing, or little bits of snow fall onto mens faces at high elevations it freezes and sticks as snow and ice. Beards are very good at insulating the face, you might notice that when hiking, skiing or snowboarding without facial hair you are a lot colder. The snow sport industries have made products modeled after the same idea by creating face masks that are fleece and cover a bare face, saving the skin from cold wind burn and preventing loss of heat from the face and neck.
When snow (or moisture in the air) lands on your beard, it can melt and then re-freeze. The process works similar to how regular icicles form.
