    No, that’s what charities do. Governments allocate money for different ministries who can spend the funds received on research and development. The biggest government agency involved with environment is the EPA (Environmental Protection Agency), that has big amounts of funds to help develop greener technologies. Other, big companies like Google, for example, encourage environmental research by granting funds for schools, universities and competitions.
