The lungs are not normally supposed to have any liquid within them. When liquid enters the lungs either through inhaling it with liquids, or through a possible encounter with drowning, the lungs will immediately try to reject the water by coughing it up (if you have ever drank water and it accidentally went down your windpipe you know what im talking about) and out of your body so it doesn’t go into the lungs. If this is not successful, the oxygen will be cut off to the lungs, and you will die. Thus, it is very important to take care not to allow fluid to fill the lungs.
