It’s pretty clear he believes that some action needs to be taken, the sooner the better.
I’d say he’s been pretty proactive on global warming. When campaigning for the presidency he advocated for a cap-and-trade system to help reduce pollution. When he introduced the stimulus package, part of the legislation included money for energy efficiency projects and in support of renewable energy. Obama signed and helped broker the deal the resulted in the Copenhagen protocol, which while falling short of expectations, will likely be resolved in the next year. He has called for Congress to enact meaningful legislation to protect the environment, but as of Dec. 22, Congress was still debating the health care bill.
