The earth’s water supply is constantly being depleted and replenished in a cycle. Water is rained down from the clouds, runs off through streams and rivers, is stored in the oceans and is evaporated back up into the clouds to be rained down again in purified form.
Water evaporates into the atmosphere as water vapor, and then rains back down again, flowing into the oceans. It makes detours on the way, of course, but this is the closed loop that the water on Earth goes through. There is never any more or less water on the Earth, though it can become polluted.
