In practice it pretty much doesn’t. The theory is that if you seed clouds with silver iodide or another such seeder chemical, the clouds will condense water faster and will thus initiate rain before the cloud otherwise would have released the rain. This was done in Beijing before the olympics, in an attempt to stop it from raining during the festivities. In the more recent attempts however, it hasn’t been shown to work with much a margin of success. It may be alot of trial and error to get it to work right, but I personally do not see the benefit.
