Concrete does not absorb much heat. On the contrary it reflects must of the heat that hits it. So a city with  a lof concrete feel hotter because the heat stays in the air getting reflect off sidewalks, buildings, etc. While cities with more greenery will feel cooler because the plants will absorb carbon dioxide which holds heat as well as provide shade.
