As a population grows, so does its demand for water. There is a finite number of water resources, but there is an infinite amount of people that can be born to consume those resources. As population grows and demand for water grows, but the total amount of remains the same, conflict will arise.
A good example of this in action is the genocide in Darfur. Superficially, the genocide is a political fight between to religious factions, but what it really boils down to is a fight over scarce water resources.
