How does Greenpeace decide which companies to harass?

I’ve never been employed by Greenpeace but, just from observation, they seem to concentrate most of their time, energy, and funds on harassing the companies that are known to commit the most egregious environmental degradation (Shell, BP, Monsanto, Dow Chemical, etc.).  They also try to influence burgeoning companies, as they did with Facebook this past year, to operate in a more environmentally friendly manor through strategic campaigns.   One of Greenpeace’s goals is to make the environment a hot button issue, they work to achieve this by attacking the biggest companies in the most publicized ways.
