Tax credits and refunds for home solar systems are in essence a subsidy for the solar industry. Manufacturers of solar panels do not reimburse the government for tax credits given to consumers. Instead, subsidies are given to industries considered to be acting in the best interests of the public–in this case to reduce greenhouse gas emissions and energy dependence.

If you qualify for a federal and statewide solar incentive programs (i.e. homeowner, system certification, etc.) then you will receive your $ in the form of a tax incentive rebate. Example: The California Public Utilities Commission recently passed the ‘CSI – Thermal Program’, which sets aside $305.8 million in incentives for consumers of Solar Water Heating systems. The incentive payments are paid up front, and homeowners can receive incentives of up to $1,875..
