How does the FLOAT house designed to survive flooding in New Orleans actually work?

The base of the house acts as a raft, raising the house up in the event of rising flood waters. It rises up on guide posts up to 12 feet. It is not intended to remain functional as a house when it is 12 feet up, but merely as a way to protect the home, posessions and see that the family inside, if any, has time to get to safety.
