How does the EPA shut down mountain top mining?

    EPA reviews applications for opening new mines. Recently, after a push from Obama administration, it started making more detailed and strict examinations. Recently that resulted in declining 127 out of 175 permits. According to EPA, this is done based on regulations of the Clean Water Act as well as Surface Mining Control and Reclamation Act of 1977. Already operating mines generally don’t get reviewed though.
